He said Abbas has refused to meet Israeli Prime Minister Benjamin Netanyahu for 7 1/2 years "to negotiate peace", and he told council members that instead, the Palestinian president has been coming to the United Nations.
Abbas said the principle of two-states living side-by-side with full sovereignty must be preserved, but he said the USA has not clarified whether it is for a two-state or a one-state solution.
Joined by Trump's Middle East envoy Jason Greenblatt and White House senior adviser Jared Kushner, Haley's speech was created to deliver a direct message to Abbas: "Our negotiators are sitting right behind me, ready to talk".
The bill was put forward in response to a Supreme Court ruling in September, 2017, to repeal a previous decision to cancel the residency permits of four Palestinians from East Jerusalem.
Haley told the council last month that peace will not be achieved "without leaders with courage" and warned the United States "will not chase after a Palestinian leadership that lacks what is needed to achieve peace".
Thus, he called for combating and exposing this disgusting racist policy that the Israeli government pursues to blackmail the Palestinian side on a humanitarian issue related to Palestinians' obligations towards the Palestinian victims of Israeli terrorism against the Palestinian people under occupation.
"We give them hundreds of millions of dollars in aid and support", Trump said, before warning "that money's not going to them unless they sit down and negotiate peace".
Trump's decision to move the United States embassy to Jerusalem infuriated the Palestinians, who declared that Washington could no longer play a role as lead mediator in the Middle East peace process.

Israel's ambassador to the UN, Danny Danon, said Abbas "runs away from dialogue", and said Abbas also refused to meet with Israeli Prime Minister Benjamin Netanyahu.
He told countries of the Security Council that recognising the Palestinian state "will not damage any future negotiation".
Haley said the administration "stands ready" to work with the Palestinian leadership.
Palestinians view the Trump administration's intentions on Middle East peace with deep skepticism after Trump reversed decades of US policy and recognised Jerusalem as the capital of Israel and initiated the move of the USA embassy there from Tel Aviv.
"You don't have to like that decision", she said, of Trump's Jerusalem move.
Earlier this month, Trump also declined to give a timeline for releasing the U.S. plan for peace between the Israelis and the Palestinians, telling an Israeli newspaper that he is not convinced that either party is committed to the process.

Greenblatt and Kushner later met with council ambassadors behind closed doors to discuss USA peace efforts, but they did not provide specific details of the Trump plan.
