"League investigators examined all available evidence, including photographic and digital evidence, thousands of text messages, and other records of electronic communications".
"For example, both the Columbus Prosecutor's office as well as the National Football League investigators expressly concluded and conveyed to our office (and others) that the accuser was lying about an alleged July 22, 2016 incident whereby she accused Mr. Elliott of pulling her out of her auto and assaulting her". The appeal would be heard by either NFL Commissioner Roger Goodell or his designee.
The Columbus City Attorney's office, which was responsible for the investigation, opted not to pursue charges because of "conflicting and inconsistent information".
The NFL said its decision to bar Elliott from the field when the regular season begins comes after an "extensive investigation" into a domestic violence complaint first lodged against him previous year.
In a statement, the NFL Players Association announced that they are reviewing the NFL's decision and are in contact with the running back and his representatives.

In March, he faced major backlash after a video surfaced, showing how he exposed a woman's breasts during the Dallas, Texas, St. Patrick's Day parade, without her consent. However, four witnesses say they didn't see an assault, including someone else who was in the auto with Elliott and his ex-girlfriend.

The 22-year-old led the league in rushing as a rookie last season, picking up 1,631 yards and 15 touchdowns on 322 carries. In addition, Elliott will give up $240,000 per missed game in signing-bonus money if the suspension is upheld. In Elliott's absence, the Cowboys would call on three veteran running backs to carry the load: Darren McFadden, Alfred Morris and Ronnie Hillman.
Elliot will be able to participate in preseason activities, but with the suspension taking effect he wouldn't be eligible to return to the team's active roster until October 23.
