That phase lasts two weeks, to the draft.

Phase 2: On-field instruction and drills are allowed, but contact is not permitted and offensive and defensive players can not be pitted against one another in drills.

The Panthers will begin their offseason workout program April 17, the first day on the National Football League calendar that teams with returning head coaches can kick off the nine-week program. However, no live contact is allowed, but this is where we begin to see the 7-on-7, 9-on-9 and full 11-on-11 drills and practices.

Phase Two consists of the next three weeks of the program.

The "voluntary" Organized Team Activities take place May 23-25, May 30-31, June 1 and June 5-8.

Their mandatory minicamp is scheduled for June 13-15.

The offseason program is broken down into three phases, each of which comes with specific rules about what is and is not permitted. The minicamp is the only mandatory portion of the offseason program. The NFL released the offseason schedule for all 32 teams Monday. No live contact or team offense vs. team defense drills are permitted. They are also able to hold a veteran's minicamp, which will begin on April 25.
