Republican Senators Unveil Proposed Bill as a Partial Replacement of the ACA

Democratic lawmakers on Monday warned that President Donald Trump's Friday executive order calling for the repeal of Obamacare could leave hundreds of thousands of New Jersey residents without health insurance and blow a $1 billion hole in the state budget. This law has failed Coloradans - it hasn't made health care affordable or accessible.
So whenever you see or hear someone wail about how many millions of Californians will no longer be able to receive health care because of the repeal of the Affordable Care Act, remember that repeal may be speedily passed but the repeal's implementation - and replacement - will happen much more slowly.
It is time for a reality check.
But Emily Brostek of Consumers for Affordable Health Care said there are still too many unknowns about Collins' proposal. "Because a Medicaid block grant is explicitly meant to produce significant federal budgetary savings", the Center for Budget and Policy Priorities notes, "block grants are designed in ways that give states considerably less federal funding each year than they would receive under the current financing system". It includes giving states the chance to decide whether or not to keep the Affordable Care Act.
In western Colorado, there are 14 counties where families will have only a single insurance carrier to choose from on the Obamacare exchange. And caps on annual or lifetime coverage limits would continue to be banned. This is simply unacceptable and unsustainable. We in the HIV/AIDS communities, along with other patient groups, have worked diligently to ensure ACA beneficiaries have access to quality health care, including specialty providers and medications, at a price that beneficiaries can afford. The result was an individual insurance market that went into a tailspin. "People who have kids they have to take care of who never had the chance to have health care have it under the ACA, and those are the people that'll be hurt the most". It's expected that any future legislation would likely resemble the existing bill, which included such changes as stopping the Medicaid expansion now permitted by the ACA and ending the tax penalty on those who don't purchase health insurance.
Both issues are considered pre-existing conditions.
Vitale warned that the expected repeal of Obamacare would require that New Jersey to become "tighter, smarter, but also crueler". This means that if you have a pre-existing condition and you change jobs, your new insurer can not increase your rates or deny you insurance because of your pre-existing condition.
Bentley said that he'd like states to have the ability to reduce Medicaid benefits and enrollment, impose premiums, and reduce Medicaid spending if federal funding is reduced as part of reforms. Recent polls show that its popularity has grown over the last couple of weeks, especially features disallowing discrimination against pre-existing conditions and letting people stay on their parents' insurance until they turn 26.
